Driving licences from EU or EEA countriesA valid driving licence from an EU/EEA member state can be used in Germany until its expiration date. It is possible to convert it to a German licence, but it is not required to do so. If the non-German driving licence is subject to restrictions or conditions, these will also apply in Germany. Drivers who have held their driving licence for less than 2 years are subject to the same regulations that all new drivers face during their probationary period in Germany.
A valid driving licence from a country outside of the EU or EEA can only be used for up to 6 months after residence has been established (that is, after registering at the Residents’ Registration Office). An extension of this 6-month period is possible if there is proof that the period of residence in Germany will not exceed 12 months. Otherwise, the driving licence will lose validity after 6 months and must be converted into a German driving licence.
In general, theoretical and practical driving licence exams are required to convert the licence. The theoretical and practical driving licence tests are conducted at the TÜV. To register and arrange for a test date, please contact any driving school and they will make the necessary arrangements for you.
Driving licence holders from non-EU countries may be partially or completely exempt from the theoretical and practical exams if the common standards are met by the issuing state or country. A list of the countries that meets these standards can be found on the ADAC website. Please note that for some countries, it may differ based on the issuing state, province or territory. Regardless of whether or not you must take an exam, you are responsible for knowing all applicable road traffic rules and regulations.
